On Dec. 29, 2022, the U.S. Treasury and IRS announced a major expansion of the Inflation Reduction Act (IRA) to advance electric vehicle (EV) adoption called Clean Vehicle Credits to significantly reduce the purchase price of electric vehicles. In 2024, the IRS further advanced the tax credit to allow customers to receive up to $7,500 off a new EV or plug-in hybrid electric vehicle (PHEV) or $4,000 off a used clean vehicle that can be applied at point-of-sale or when filing taxes. Dealerships must register the vehicles with the IRS’ Energy Credits Online portal to allow customers to receive the credit immediately.
To qualify, buyers must meet specific income requirements, and vehicles must meet assembly and MSRP requirements. See below for detailed qualifications. Federal: Internal Revenue Service (IRS) EV Tax Credit – Residential
up to $7500
The IRS provides tax credits for the purchase or lease of new or used EVs and PHEVs. For new EVs placed in service April 18, 2023 and after, the vehicle must have an MSRP not exceeding $80,000 for vans, SUVs and pickup trucks and $55,000 for other passenger vehicles, undergo final assembly in North America, have a battery capacity of at least 7 kWh and a gross vehicle weight of less than 14,000 pounds. They must also meet specific mineral and battery component requirements, being eligible for $3,750 if the vehicle meets critical minerals requirements and $3,750 if meeting battery components requiprements. Adding up to a total of $7,500.
Used EVs and PHEVs prices at $25,000 or less with a model year at least 2 years earlier than the calendar year purchased with at least 7 kWh of battery capacity are eligible for a $4,000 credit.
Eligible customers for new EVs and PHEVs have income requirements of $300,000 for joint filers, $225,000 for head-of-household filers and $150,000 for all other filers. Used EV and PHEV customers have income requirements of $150,000 for joint filers, $112,500 for head-of-household filers and $75,000 for single filers.
As of 2024, customers can receive the tax credit as a cash rebate on the out-the-door purchase of a new or used EV or PHEV, reducing their purchase price by up to $7,500. To receive the credit as a rebate, customers must purchase from a dealership that has registered with the IRS’s Energy Credits Online portal.

The IRS provides tax credits for the purchase or lease of new or used Evs and PHEVs for businesses and tax-exempt organizations. Evs and PHEVs must have a battery capacity of at least 7 kWh with a gross vehicle weight rating under 14,000 pounds and at least 15 kWh with a gross vehicle weight rating of 14,000 pounds or more. The tax credit is a maximum of $7,500 for vehicles with GVWR’s under 14,000 pounds and $40,000 for all others.

The US Department of Transportation’s Federal Transit Administration (FTA) offers grants to replace, rehabilitate and purchase electric buses, vans and related equipments and to construct associated bus facilities (including charging equipment).

The EPA provides grants to businesses for to replace dirty heavy-duty vehicles with electric heavy-duty vehicles and supporting vehicle infrastructure.

The California Air Resources Board provides grants for income-qualifying California residents for the purchase or lease of a new or pre-owned EV or PHEV. Qualified individuals can receive up to $7,500 for an EV or $7,000 for a PHEV

California Air Resources Board and California Energy Commission provide grants for zero emission school buses to replace fossil fuel-powered buses. Public school districts, public charter schools, joint power authoritiesm county ofices of education and the Division of State Special Schools of the California Department of Education can receive anywhere from $285,000 for Type A school buses wihtout a wheelchair lift and up to $395,000 per Type D school bus with a wheel chair lift.
The Energy Infrastucture Incentives for Zero-Emission Commercial Vehicles (EnergIIZE) program provides funding to fleet and commercial owners to electrify their medium- and heavy-duty fleets. Incentives amounts vary based on project type.

The Antelope Valley Air Quality Management District (AVAQMD) offers residents rebates of up to $500 for the purchase or lease of an EV from a dealership within the Antelope Valley jurisdiction.

The Bay Area Air Quality Management District’s (BAAQMD) Clean Cars for All program offers grants up to $9,500 to income-eligible residents to replace a vehicle eligible for retirement with an EV, hybrid electric vehicle (HEV), plug-in hybrid electric vehicle (PHEV), or FCEV. Eligible vehicles for replacement should be model year 2005 or older. Recipients may buy or lease a new or used EV, HEV, PHEV, or FCEV. Grants vary depending on the household income and vehicle technology. Vehicles that are replaced must be turned in at an authorized dismantler.

Colorado residents can get a rebate on a new purchased or leased EV that rolls over to the next year if unused. Light-duty EVs can receive $5,000 for purchase or lease, and an additional $2,500 for EVs costing under $35,000 beginning January 1, 2024.
Colorado businesses and governments can receive grants through the Colorado Deparment of Public Health and Environment to electrify their fleets. Fleets can receive a rebate per vehicle of up to 60% of the cost of a battery electric commercial fleet vehicle.

The Georgia Enivronmental Protection Department provides tax incentives for the conversion of residential and commercial vehicles to a motor vehicle that operates on electricity. The credit is applicable to 10% of the cost of conversion up to $2,500 per vehicle.

Maryland Energy Administration provides grants to local governments through its Maryland Smart Energy Communities program for transportation related projects. New communities participating in the program may receive up to $75,000 per project while those already participating in the program may receive up to $55,000 per project.

The New Jersey Department of Environmental Protection (NJDEP) offers incentives to cover the incremental cost of replacing diesel vehicles with all-electric vehicles. Incentives are available for the 100% of the incremental cost of the vehicle, including associated charging infrastructure. Eligible vehicles include shuttle buses, school buses, garbage trucks, and transit buses. Privately-owned school buses under contract with a public-school district are also eligible. Priority will be given to projects in overburdened communities.

The Ohio EPA provides grants for the replacement or repower of eligible on- and off-road vehicles and equipment for electric vehicles. Eligible on-road vehicles include Class 4-8 trucks, school, shuttle and public transit buses while off-road projects include airport ground support equipment, ferries, forklifts, port cargo handling equipment, and freight-switcher locomotives. Eligible projects can also include EV chargers.

The Driving Rhode Island to Vehicle Electrification (DRIVE EV) rebate program offers rebates for the purchase or lease of ZEVs and PHEVs. New EVs and PHEVs can get $2,500 and $1,500 respectively while used can get $1,500 and $750. An additional rebate of up to $2,000 is available to applicants that participate in a state or federal income-qualified program.

The Driving Rhode Island to Vehicle Electrification (DRIVE EV) rebate program offers rebates for the purchase or lease of ZEVs and PHEVs. New and used EVs can get $2,500 and $1,500 respectively while an additional rebate of $1,000 per vehicle is available for applicants located in high-asthma communities.
Any public school district or charter school may receive a grant through the Texas Commission on Environmental Quality (TCEQ) to pay for the incremental costs to replace school buses or install diesel oxidation catalysts, diesel particulate filters, emission-reducing add-on equipment, and other emissions reduction technologies in qualified school buses.
State: Utah Department of Environmental Quality (UDEQ) AFV Tax Credit – Commercial

The Utah Department of Environmental Quality provides a tax credit for organizations for the purchase of a qualified alternative fuel heavy-duty vehicles as long as 50% of the qualified vehicle’s miles are driven within Utah. Taxpayeres are limited to 10 AFVs annually but can claim credits for an additional 8 if more than 30% of the total available tax credits aren’t claimed by May 1st of that year.

The Utah Conversion to Alternate Fuel Grant Program provides grants to businesses and government entities that purchase clean vehicles or install conversion equipment on eligible vehicles that allows the vehicles to operate on alternative fuel or reduces a vehicle’s emissions of regulated pollutants. Award recipients are required to pass these savings along to the individual who purchases the converted vehicle. Grants may cover 100% of the cost of purchasing a clean vehicle or 50% of the cost of conversion, up to $2,500. Eligible clean vehicles must operate solely on alternative fuel and include light- and heavy-duty vehicles and off-road equipment.

Vermont Agency of Tranportation offers organizations rebates to electrify their fleets with the purchase of EV or PHEVs. New EVs or PHEVs must have a base MSRP of less than $60,000 and a minimum range of 20 miles. Non-profit mobility services may get an enhanced incentive if the purchase or leased vehicle has an MSRP of $55,000 or less. Applicants may receive up to 20 rebates each.
Utilities: Burlington Electric Department (BED) EV Rebate – Residential
Up to $2,300
BED provides low- or no-interest loans for the purchase of a new EV. Eligible customers can also apply for a rebate of $2,300 towards the purchase of a new all-electric vehicle (EV) or $2,000 towards the purchase of a plug-in hybrid electric vehicle (PHEV). An additional $700 is available for moderate income customers buying an EV or $300 for a PHEV. may also apply for a rebate of $1,300 rebate for the purchase of a pre-owned EV or plug-in hybrid electric vehicle (PHEV), with an additional $200 available for moderate income customers. Eligible vehicles must have a manufacturer’s suggested retail price less than or equal to $60,000.

Up to $1,000
Stowe Electric offers customers rebates for the purchase or lease of EVs. New plug-in hybrid electric vehicles (PHEVs) are eligible for $750 while all-electric vehicles are eligible for a $1,000 rebate, and income-qualifying customers are eligible for an additional $250 rebate for either vehicle. Stowe Electric also offers a $300 rebate for the purchase of pre-owned EVs and PHEVs.
Utilities: Vermont Electric Co-op (VEC) EV Credit – Residential
Up to $500
VEC offers a $250 bill credit to members who purchase a new or pre-owned plug-in hybrid electric vehicle (PHEV) and a $500 bill credit to members who purchase a new or pre-owned all-electric vehicle (EV). Members who lease a PHEV are eligible for an annual bill credit of $50 for each year of the lease, and members who lease an EV are eligible for an annual bill credit of $100 for each year of the lease.

Up to $1,000
Vermont Public Power Supply Authority (VPPSA) member customers are eligible for rebates of up to $1,000 on the purchase of a new all-electric vehicle (EV), and up to $500 on the purchase of a new plug-in hybrid electric vehicle (PHEV). VPPSA also offers rebates of $500 for the purchase of a pre-owned EV and $250 for the purchase of a pre-owned PHEV. Low-income customers may receive an additional $400 rebate for a new EV or PHEV.
Up to $10,000
The Virginia Department of Mines, Minerals and Energy, in collaboration with the Virginia Department of Transportation, offers up to $10,000 to state agencies and local governments for the incremental cost of new or converted AFVs.
Businesses are eligible to receive tax credits for purchasing new or used medium- and heavy-duty AFVs and medium- and heavy-duty vehicles converted to alternative fuels, and installing alternative fueling infrastructure. Eligible alternative fuels include electricity. Tax credits for qualified alternative fueling infrastructure are for up to 50% of the cost to purchase and install the infrastructure.
Washington State Department of Transportation offers grants to transportation authorities ti electrify fleets. Transit authorities must provide matching funding of at least 20% of the total cost of the project.

Up to $180,000 per truck
The City of Seattle is providing $1.7 million in point-of-sale rebates for electric trucks operating in the Duwamish Valley (southern Seattle communities). The program provides 40% up to $180,000, per new Electric Class 8 truck purchased that operates within the Valley.

Up to $2,000
CPU offers low-income residential customers a rebate of up to $2,000 for the purchase of a used EV. EVs purchase price may not exceed $20,000 and must be registered in Clark County.

The Wisconsin Department of Administration (DOA) offers grants for the replacement of eligible public transit buses. Funding is available for the replacement and scrapping of model year 1992-2009 heavy-duty public transit buses with new replacement diesel or alternative fueled buses.
